The project, approved by Muncie City Council in August, includes a public plaza, river walk and the $9 million White River Lofts.
The paper says the developer, WS Property Group, will build a multi-story, 55-unit apartment building along West Washington Street and North Liberty Street.
Work on the $1.5 million riverwalk project will begin this month with construction to begin in the spring, according to the Star Press. The public plaza and riverwalk are scheduled to open summer 2020.
Bloomington-based WS Property Group told the paper the building will start to take shape as early as March 2020 with an opening date of fall 2020. The project is currently receiving zoning and building permit approvals
The city says the apartments serve as the first phase in the White River Canal District development.
