Hogsett Names IHA Executive Director

He is currently serving as department director with the city of Wichita’s Housing and Community Services Department, which includes the Public Housing Authority and Community Action Partnership. Hall will begin in his new role on March 4.
As department director with the city of Wichita’s Housing and Community Services Department, Hall was an effective change agent leading organizational reform and implementing affordable housing preservation and healthy home initiatives.
His local government experience has been augmented with federal service. He previously worked with The U.S. Department of Housing and Urban Development as field office director for the District of Columbia Field Office and later the Richmond Field Office, as well as deputy director for the Office of Housing’s Multifamily Office of Asset Management and Portfolio Oversight. In this capacity, Hall served as a senior leadership official, responsible for establishing management priorities and overseeing more than 33,000 properties nationally.
Prior to joining HUD, he worked at two community development corporations in Texas. At South Fair CDC in Dallas, Texas, Hall served as deputy director for a community housing development organization that developed multifamily housing using tax credits and Section 202 programs. He left there at the request of the mayor to start the North & East Lubbock CDC in Lubbock, Texas where he was executive director until leaving to begin working for HUD. While executive director of the North & East Lubbock CDC, he oversaw the development of single-family housing, implemented housing counseling and invested in economic development.
Hall received his Bachelor of Arts from the University of Michigan, as well as a Master of Public Administration from The Maxwell School of Citizenship and Public Affairs, a college within Syracuse University.
