Kim is an experienced government attorney. She joined the City-County Office of Corporation Council in November of 2011, and in the seven years since has worked with the administration’s Office of Finance & Management, Office of Audit and Performance, Information Services Agency, and the Marion County Board of Finance. Kim has represented the city in multi-million dollar services contracts and undertook work related to the budget process and fiscal procedures, Tax Increment Financing expenditures, special procurement methods and separation of powers.
She earned her law degree from the Indiana University Maurer School of Law, after graduating from the University of Michigan with a degree in Political Science and Anthropology.
Biesecker, who submitted his formal resignation in September, served as general counsel to the Council for seven years.
