City to Kick Off Work on Community Justice Campus
Mayor Joe Hogsett announced the agreement to purchase the land from Citizens Energy Group in December.

Subscribe NowIndianapolis Mayor Joe Hogsett will join other city and community leaders Thursday to break ground on the future Community Justice Campus. The event will kick off the $55 million first phase of the development, which will be located at the site of the former Citizens Energy Coke Plant in the Twin Aire neighborhood. When fully completed, the campus will include a jail, courthouse, sheriff’s office, and an assessment and intervention center.
Hogsett’s office says the groundbreaking will commemorate the $4.2 million acquisition of 140 acres of land from Citizens, which the city announced as its preferred location in January 2017. The first phase of the project will include the construction of the building pads and utility corridors for the jail and courthouse.
Early estimates for the entire project ranged from $565 million to $575 million with an additional $74 million for off-site renovation projects.
The entire 140-acre site will feature "significant" public and private investment in addition to the Community Justice Campus, according to the mayor. That investment, he says, will further spur transformation on the city’s southeast side.
Hogsett will be joined by Marion County Sheriff John Layton, members of the City-County Council, Citizens Energy Group CEO Jeff Harrison, and other neighborhood leaders for the groundbreaking ceremony.
