Holcomb Rounds Out Administration Appointments
Holcomb says the Regional Cities Initiative is part of his administration's agenda.

Holcomb has named a new commissioner of the Indiana Department of Transportation and executive director for substance abuse, prevention and enforcement.
Franklin Mayor Joe McGuinness has been tapped to lead INDOT beginning next week. In addition to leading the Johnson County city, McGuinness serves on the Indianapolis Metropolitan Planning Organization Administrative and Policy committees, the Central Indiana Regional Transportation Authority and the 2045 Long Ranges Transportation Plan Steering Committee.
McGuinness also recently served on the Funding Indiana’s Roads for a Stronger, Safer Tomorrow, or FIRSST, task force, which was created by the Indiana General Assembly last year to give recommendations for a long-term transportation infrastructure funding plan. McGuinness will succeed Brandye Hendrickson, whom Holcomb recently appointed to serve as state personnel department director.
"Joe is no stranger to public service, and I believe his leadership and local government experience will be a great asset to every Hoosier," said Holcomb. "I look forward to the active role he will play in preserving what we have, finishing what we started and investing in the future of Indiana’s roads and bridges, solidifying Indiana’s place as the Crossroads of America."
Holcomb has also named Jim McClelland executive director for substance abuse, prevention and enforcement. McClelland recently retired as chief executive officer of Goodwill Industries Foundation of Central Indiana Inc.
"Jim McClelland has been a trailblazer in the nonprofit community, and I am excited to bring his leadership expertise, problem-solving skills, passion for people and drive for results to state government," said Holcomb. "Jim’s work leading Goodwill Industries of Central Indiana exemplifies his commitment to vulnerable populations, and we’re thankful he has agreed to serve in this exciting new capacity as we attack the drug epidemic affecting too many Hoosiers."
Thursday, Holcomb announced Elaine Bedel will serve as the next president of the Indiana Economic Development Corp.
