Indiana came in 13th this year, up one place from 2022, in the list comparing all 50 states.
CNBC creates its list using 86 metrics across 10 broad categories. The national outlet weights its measures based on how frequently a state uses them as selling points in economic marketing materials and ranks states “based on the attributes they use to sell themselves.”
Indiana received high marks for its infrastructure, cost of doing business and cost of living with the latter jumping up six points from last year. The state also saw marked improvement in its ranking for workforce — boosted from a score of 48 last year to 35 this year.
Indiana ranked among the lowest in the country, however, for education and life, health & inclusion —factors some in the business community have raised concerns about as the state grapples with a “leaking talent pipeline.”
Health & inclusion fell one point from an already low score of 43, while education dropped 10 points over the last year.
Below are the individual categories and rankings for Indiana:
- Workforce: 35
- Infrastructure: 5
- Economy: 9
- Life, health & inclusion: 44
- Cost of doing business: 5
- Tech & innovation: 22
- Business friendliness: 22
- Education: 45
- Access to capital: 13

North Carolina topped CNBC’s list, as it did last year. The state led the country in its workforce ranking and saw positive marks as well for its economy, technology, access to capital and education.
