‘Overlook’ Aims to Provide Opportunity

Developers say the Overlook, housed in the former Homer J. Williamson Candy Factory near the Indiana State Fairgrounds, includes training and computer rooms to help connect residents with job and education opportunities.
The mixed-income development includes 50 apartment units, a rooftop terrace and event space. Developers say the Overlook is already at full occupancy.
Indianapolis-based BWI LLC oversaw the development, which was funded by the Indiana Housing and Community Development Authority, the state development fund, state Community Development Block Grants and private lenders.
BWI CEO Gary Hobbs says the vision for the Overlook is "to connect residents to countless amenities that ultimately will benefit their overall well-being."
"Ultimately our goal here," Hobbs tells Inside INdiana Business, "is to create a community here where people can progress up this pathway of self-sufficiency."
The project is part of the Northeast Corridor Quality of Life Plan, aiming to identify quality housing for various ages, incomes and types of families. According to the plan, nearly one-fifth of residents in the area are unemployed and need skills training.
