Jennifer Barclay has been named plan director for Noble County. She most recently served as city planner in Clayton, Ohio. Barclay succeeds Kenneth Hughes who resigned in order to take a position in his hometown in coastal Georgia. She is originally from Steuben County. Barclay will begin her new role in late June.
